CERCETĂRI PENTRU STUDIUL MODIFICĂRILOR HIDROMORFOGRAFICE ÎN LUNCA ȘI DELTA DUNĂRII

Rezumat: La scara bazinului hidrografic al Dunării, au fost elaborate şi aplicate, în special, în a doua parte a secolului XX, politici şi planuri de gestionare care au fost întemeiate exclusiv pe principiile economiei neoclasice. Aceste principii au vizat un spectru mare de obiective economice şi sociale, unele fiind identificate ca forţe determinante pentru zonele umede ale Sistemului Văii Dunării, aducând modificări structurale şi funcţionale, cum ar fi: menţinerea şi dezvoltarea condiţiilor de navigaţie şi infrastructura; obiective economice transpuse ca extinderea suprafaţei arabile şi creşterea producţiei agricole; dezvoltare urbana şi industrială; capitalizarea Dunării și a afluenţilor săi cu potenţial hidro-electric de protecţie si protectie împotriva inundaţiilor; contracararea efectelor secetei prin creearea de mari sisteme de irigaţii spre culturile agricole din terasă. Atingerea acestor obiective strategice şi politice s-a realizat prin activităţi intense, care au determinat o presiune asupra mediului și peisajului Luncii Dunării de Jos, incluzând și Delta Dunării. Cum bine se ştie, productivitatea şi stabilitatea ecosistemelor depind direct de viabilitatea lor, de a oferi sprijin fizic pentru utilizarea resurselor naturale şi de a furniza servicii sistemului socio-economic. Analiza ecosistemelor ca sisteme dinamice, neliniare şi ca unităţi de producţie constă în procese de durată a caror variabilitate şi diversitate sunt esenţiale pentru stabilitatea şi productivitatea unitatii. Această analiză nu trece cu vederea implicaţiile sociale şi economice, luând în considerare relaţia dintre resursele patrimoniului natural al unităţii şi existenta sistemului socio-economic, urmand aceleaşi principii. Pentru o interpretare şi înţelegere coerente, datorită dinamicii spatio-temporala a complexităţii interacţiunilor între populaţia umană şi mediul înconjurător este necesar a aborda sistemul intr-un cadru de model teoretic transdisciplinar de integrare, care permite modificări, transformări, tendinţe şi identificarea problemelor sistemului. Această activitate are la bază evaluarea suportului hidro-morfologic în cadrul Sistemului Văii Dunării.

Abstract: There had been developed and applied at the Danube hydrographical basin scale, especially in the second part of the XX century, a lot of management plans and policies which were grounded exclusively on neoclassical economy principles. These principles had a large class of economical and social objectives from which some were identified as driven forces for Lower Danube wetlands System structural and functional changes, such as: to maintain and develop the navigation conditions and infrastructure; economical objective translated as arable surface extension and increase agricultural production; urban and industrial development; Danube River and its main tributaries hydro-electrical potential capitalization and protection against floods; to counteract the drought effects toward agriculture crops in the terase system. Achieving these strategic and political objectives required the development and implementation of management plans and programs, each consisting of a wide range of human activities and that means to exercise pressure on the Lower Danube Floodplain, including Danube Delta. As is well known, the productivity and stability of ecosystems depends directly on their viability, to provide physical support for the use of natural resources and to provide socio-economic system services. Analysis of ecosystems as dynamic systems, nonlinear and as production units consists in lengthy processes of which variability and diversity are essential for unit stability and productivity. This analysis does not overlook the social and economic implications, taking into account the relationship between Natural Assets of the unit and the existing Socio-Economic System, following same principles. For a coherent understanding and interpretation due to the spatio-temporal dynamics of interactions complexity between human population and environment it is needed to tackle by a theoretical transdisciplinary integrating model framework that allows changes, transformations, trends and adjustments identification/understanding in the system. This activity consists in the assessment of hydro-morphology support concepts within Danube River Valley.
