EVALUAREA CONSECINTELOR RESTRICTIILOR SI LIMITARILOR DE VITEZA ASUPRA CONSUMURILOR ENERGETICE DIN EXPLOATAREA FEROVIARA. Studiu de caz: Magistrala feroviara Bucuresti – Ploiesti, sector reabilitat al culoarului IV Paneuropean

Rezumat: Lucrarea trateaza impactul economic generat de multiplele restrictii si limitari de viteza prezente pe reteaua feroviara din Romania, in comparatie cu investitiile necesare remedierii a unui cat mai mare procent din acestea. O mare parte din costurile serviciilor de transport feroviar, indiferent daca este vorba de trenurile de calatori sau de marfa, o constituie pretul energiei electrice, al combustibilului consumat, sau mai bine zis consumul de energie general. Un aspect important ce ar trebui luat in considerare in analiza comportarii in exploatare a materialului rulant il constituie numarul mare de restrictii de viteza prezente pe reteaua de cale ferata din Romania. Existenta acestora se datoreaza in primul rand starii de degradare avansata in care se afla infrastructura feroviara din Romania. In urma analizei datelor inregistrate de echipamentele de urmarire si inregistrare a consumurilor cu care sunt echipate locomotivele, ramele electrice si automotoarele diesel apartinand operatorului CFR Calatori SA, s-a constatat ca, in ceea ce priveste consumul de energie electrica sau combustibil, un tren care circula pe o linie cu un numar mare de restrictii inregistreaza un surplus de consum. Cheltuielile suplimentare inregistrate de operatorii feroviari datorita supraconsumului din zona restrictiilor este comparata cu valoarea investitiilor necesare pentru remedierea defectelor infrastructurii. In vederea analizei tehnico-economice a restrictiilor, trebuie optat intre alocarea de fonduri necesare lucrarilor de remediere a punctelor si zonelor periculoase din reteaua feroviara sau asumarea unor costuri marite datorate consumului energetic suplimentar.

Abstract: This paper studies the economic impact generated by the many restrictions and limitations of speed which are currently imposed on the Romanian rail network, as compared with the necessary investments for eliminating as much of them as possible. Much of the cost of rail transport services is dictated by the cost of the electricity or the fuel consumed, which is in general the overall energy consumption. An important aspect which should be taken into account in analyzing the behavior of the rolling stock is the high number of speed restrictions on the present day railway network in Romania. Their existence is due primarily to the advanced state of decay the Romanian railway infrastructure lies in. After analyzing the dates recorded by consumption recording equipment which from the locomotives, EMUs and diesel railcars owned by CFR C?l?tori SA (our national railway main passenger operator), it was found that in terms of consumption of electricity or fuel, a train running on a line with a number of restrictions recorded a surplus of consumption. Additional energy expenses that the train operators confront with in the areas with many speed restrictions are comparable to the value of infrastructure investment needed to eliminate those restrictions. When analyzing technically and economically the existence of these speed restrictions, we must choose between allocating funds for cleanup of hazardous areas and points of the network or the assumption of increased costs due to additional energy consumption.
