ROLUL EDUCATIEI ECOLOGICE IN CADRUL IMPLEMENTARII POLITICII DE MEDIU

Rezumat: Politica de mediu reprezinta un sistem de prioritati si obiective de mediu, care sunt atinse prin metode si instrumente specifice in directia asigurarii utilizarii durabile a resurselor naturale si prevenirea degradarii calitatii mediului. Politica de mediu pleaca de la conceptul conform caruia interactiunea om-mediu ar trebui sa aiba ca obiectiv principal consolidarea relatiei dintre activitatile economice si gestionarea eficienta a resurselor mediului. Acest lucru se poate realiza printr-o educatie continua fie in cadrul sistemului de invatamant formal, fie cu ajutorul mass-mediei sau prin programe speciale nationale sau regionale. Astfel, educatia ecologica are rolul de a dezvolta la nivelul intregii populatii atitudini de respect si responsabilitate fata de resursele naturale sub toate formele existente in vederea ocrotirii lor, dar si constientizarea importantei protectiei si conservarii mediului ca problema globala, fundamentala ce constituie obiectul cooperarii statelor pentru supravegherea si evaluarea starii mediului in sensul interventiei pentru prevenirea si reconstituirea deteriorarii acestuia. Pentru politica de mediu sunt indispensabile cunoasterea legilor biologice, ecologice, geografice si economice, a relatiilor de cauzalitate intre structura, functia si dinamica ecosistemelor, evaluarea productivitatii si elementelor spatio-temporale ale acestora. De aceea, este necesara o educatie raportata la problemele de mediu la nivel global, pe toata durata existentei umane si care sa creeze o viziune de ansamblu a interdependentei dintre mediul natural si cel social. Educatia ecologica nu poate sa rezolve toate problemele de mediu, care sunt de fapt imputabile unei multitudini de factori fizici, biologici, ecologici, economici, sociali si culturali, dar cu ajutorul stiintei si tehnicii avansate aceasta poate contribui la identificarea solutiilor pentru protectia si ameliorarea conditiilor de mediu.

Abstract: Environmental policy is an environmental priorities and objectives system which are achieved by specific tools and methods for ensuring sustainable use of natural resources and preventing environmental quality degradation. Environmental policy has a basic concept according to which the man-environment interaction should have as main objective the relation-ship consolidation of economic activities and effective management of environmental resources. This may be achieved by continuing education inside the formal teaching or by means of mass-media or by national and regional special programs. Thus, the ecological education develops respectful and responsible attitude of the entire population towards the natural resources as all forms for their protection, but also aware the importance of environmental protection and preservation as an overall, fundamental issue of the states' cooperation for environmental surveillance and evaluation for intervention in environmental prevention and reconstruction. For the environmental policy is indispensable the knowledge of biological, ecological, geographic and economical laws, the relations between ecosystems structure, function and dynamic, the productivity evaluation and ecosystems space and time elements. Therefore we need an education related to environmental problems addressed globally, throughout the human existence and that underlines an overview on the interdependence of natural and social environment. The ecological education cannot solve all environmental problems, that are actually caused by a plurality of physical, biological, ecological, economic, social and cultural factors, but by means of science and advanced technique education may contribute to finding solutions for protection and improvement of environmental conditions.
