METODOLOGIE DE IMPLEMENTARE A INFRASTRUCTURILOR NECESARE DEPLASĂRILOR NEMOTORIZATE

Rezumat: Deplasările nemotorizate, în speță cu bicicleta, joacă un rol important în strategia pe care comisiile interdisciplinare de la nivelul administrațiilor locale o adoptă și o promovează. Există, însă, o serie de condiții ce sunt necesare a fi îndeplinite pentru putea vorbi de existența unei mobilități în cadrul căreia deplasările cu bicicleta să aibă o pondere considerabilă. Astfel este necesar a fi dezvoltată acea infrastructură specifică deplasărilor nemotorizate care să corespundă nevoilor rezidenților ce aleg acest mod de deplasare. În acest caz, principala preocupare a factorilor decidenți este de a identifica traseele prin a căror dezvoltare să atragă un număr cât mai mare de utilizatori, precum și ierarhizarea străzilor ce intră în compunerea acestor trasee, în vederea realizării unei dezvoltări în etape a unei infrastructuri dedicate deplasărilor cu bicicleta, în raport cu eventuale restricții bugetare ale administrației locale. Apare, astfel, o contradicție privind mărimea rețelei de infrastructuri dedicate deplasărilor nemotorizate, care, din punct de vedere al administrației locale, se dorește a fi realizată cu un minim de costuri în timp ce utilizatorii își doresc o infrastructură ce le-ar permite să se deplaseze în siguranță pe toată suprafața orașului. În același timp, factorii decidenți sunt nevoiți să aleagă o structură și o dimensiune a acestei rețele care să atragă utilizatori într-un număr cât mai mare, cu efecte benefice asupra traficului motorizat și implicit asupra bugetului alocat sistemului de sănătate din urbea respectivă

Abstract: Non-motorized movements, namely cycling, play an important role in the strategy that the interdisciplinary committees at the local administrations adopt and promote. There are, however, several conditions that must be complied in order to be able to speak about mobility in which cycling has a significant share. Therefore it is necessary to be developed that infrastructure specific to the non-motorized movements that matches with the needs of residents who choose this mode of travel. In this case, the main concern of the decision makers is to identify routes whose development attracts a large number of users, and the hierarchy of streets that enter into the composition of these routes, to achieve a phased development of a cycling dedicated infrastructure in relation to the any local administration budget constraints. Thus it appears a contradiction regarding the network size of non-motorized dedicated infrastructures that from the local administration point of view is intended to be achieved with minimal costs while the users want an infrastructure that would allow them to safely travel all over the city. At the same time, policy makers have to choose a structure and a size of the network which attracts users in a large number, with beneficial effects on the motorized traffic and thus on the health system budget from the urban area in question.
