Rezumat
Creșterea economică dar și schimbările în comportamentul de deplasare au condus la creșterea nevoii de mobilitate şiimplicit a volumului traficului rutier, cu implicații directe asupra efectelor externe negative ale transporturilor în viața socială. Printre efectele externe cu cel mai mare impact economic, social şi de mediu se află şi congestia traficului. Lucrarea prezintă diferite semnificaţii şi interpretări ale termenului de congestie, măsurători ai acesteia şi situaţia congestiei din câteva oraşe ale lumii. Sunt propuse soluţiide reducerea congestiei traficului prin rezilienţă urbană pentru limitarea efectelor congestiei şi a efectelor externenegative ale traficului rutier în ariile urbane.

Abstract
Economic growth and changes in travel behavior have led to an increase in the need for mobility and implicitly in the volume of road traffic, with direct implications on the negative external effects of transport in social life. Traffic congestion is among the external effects with the greatest economic, social and environmental impact. The paper presents different meanings and interpretations of the term congestion, its measurements and the congestion situation in several cities of the world. Solutions are proposed to reduce traffic congestion through urban resilienceto limit the effects of congestion and the negative external effects of road traffic in urban areas.
