CONSIDERATII PRIVIND ZONELE MONTANE SENZITIVE IN RAPORT CU ACTIVITATEA DE TRANSPORT

Rezumat: Dinamica accentuata a ansamblului de activitati socio-economice generata de largirea spatiului comunitar si de extinderea celor patru libertati de miscare determina cresterea fluxurilor de transport si de trafic care tranziteaza zonele montane. Suprapunerea efectelor externe negative ale transporturilor peste o anumita sensibilitate spatiala a acestor zone este in masura sa conduca la aplicarea unor politici sectoriale de mediu si de transport convergente, care sa exceada cadrul general. Lucrarea prezinta criteriile de analiza si tehnicile de investigare care stau la baza identificarii zonelor montane senzitive in raport cu activitatea de transport.

Abstract: The growing dynamics of the socio-economic activities caused by the enlargement process of EU and by the extension of the four free movements generate the increasing in transport and traffic flows along mountain areas. The superposition of the transport negative externalities over the spatial sensitivity of these areas should advocate for convergent environmental and transport policies that exceed the general approach. The paper investigates the criteria and the techniques used to identify sensitive areas related to transport (SAT).
