TRANSPORTURILE IN PEISAJUL URBAN. PROBLEMATICA SI BUNE PRACTICI

Rezumat: Timp de cateva decenii, in special in tarile fostului bloc comunist, evolutia si cresterea oraselor s-au facut sub influenta unui functionalism dus la extrem si a unei tot mai acerbe competitii pentru spatiul urban (resursa limitata in intravilanele localitatilor) determinata de cresterea densitatii urbane si a mobilitatii. Preocuparile pentru estetica, arta, peisagistica urbana au scazut in intensitate in timp ce elementele „slabe” din teritoriu (spatii verzi, amenajari) au „cedat” in fata presiunii uriase a construitului, a fluxurilor de circulatie si a mareei de autovehicule parcate in spatiul public. In acest context, transporturile au fost si ele abordate teoretic, planificate si gestionate aproape exclusiv din punct de vedere functional, ca sistem de infrastructuri si servicii care trebuie sa raspunda eficient doar unor nevoi de deplasare cuantificabile.

Abstract: For decades, mainly in East Europe, the evolution of the cities has been made under an extreme functionality impulse and a strong competition for urban space (a limited resource of the urban space) due to a high increase in density and mobility. The care for urban esthetics, arts and landscape has been decreased while the weak elements (green spaces) gave up in front of the spread of the residential areas, roads and parking spaces. In such a situation, the transports have been planned and managed exclusively functionally, as a system able to serve just some quantified travel needs.
