STRUCTURI DE COOPERARE SI ALIANTE STRATEGICE – INSTRUMENTE PENTRU CONSOLIDAREA CORIDORULUI DE TRANSPORT FLAVIA

Rezumat: Proiectul international Freight and Logistics Advancement in Central/South-East Europe - Validation of trade and transport processes, Implementation of improvement actions, Application of co-coordinated structures, acronim FLAVIA, are ca obiectiv principal consolidarea unui canal logistic in transportul de marfuri intre Europa Centrala si Europa de Sud-Est si extinderea legaturilor comerciale si de transport cu tarile din regiunea Marii Negre din spatiul TRACECA, prin facilitarea transferului modal de la transportul rutier la cel feroviar si fluvial. Activitatile sunt finantate din Fondul European de Dezvoltare Regionala si sunt realizate de cei 14 parteneri (institutii de cercetare si invatamant dar si operatori de transport, asociatii si administratii publice) din sapte tari europene. Lucrarea de fata prezinta cateva din rezultatele activitatilor de cercetare/ dezvoltare/ inovare desfasurate in cadrul FLAVIA de partenerul din Romania, Universitatea POLITEHNICA din Bucuresti - Centrul de Cercetare, Proiectare si Consulting in Transporturi (UPB-CCPCT) referitoare la: (i) - definirea conceptului de alianta/cooperare; (ii) - necesitatea si oportunitatea realizarii acestor aliante; (iii) - conditiile pe care trebuie sa le indeplineasca prestatiile diferitilor operatori de transport pentru asocierea/cooperarea in cadrul unui coridor transnational de transport intermodal si transformarea unor agenti concurenti in agenti care coopereaza, pentru scopul eficientizarii activitatilor, pe durata transportului. Lucrarea se incheie cu cele mai importante concluzii si directii de cercetare utilizate in urmatoare etape ale proiectului.

Abstract: The international project Freight and Logistics Advancement in Central/South-East Europe - Validation of trade and transport processes, Implementation of improvement actions, Application of co-coordinated structures, in short FLAVIA, has as a main objective the logistic channel development for freight between Central Europe and South-East Europe regions and market & transport expanding across the Black Sea region and TRACECA areas, using the modal shift from road to railway or inland water way. The FLAVIA activities are funded by the European Regional Development Fund and are carried out by the 14 partners (research and university institutions, transport operators, public associations and administrations) from seven European countries. The paper present partial outputs of the research/development/innovation activities carried out by the Romanian partner University POLITEHNICA of Bucharest - Research and Consulting Centre (UPB-CCPCT) related to: (i) - defining for the cooperation/alliance concept; (ii)- the necessity and opportunity of the transport alliances; (iii) - the requirements for the transport operators cooperation/association inside a transnational intermodal corridor, and for their conversion from competitive agents to cooperative ones, in order to improve their efficiency during transport activities. The paper concludes the most important results and research directions used in further project activities.
